Samuel C. Tolbert, Jr. was born August 1, 1958 in Lake Charles, Louisiana. He has been married for 25 years to the former Matilda Edwards. They have two daughters, Candace Latrice and Kayla Monique.

Served as Commissioner for the Lake Charles Housing Authority from 1989 to 1993.
Served on Lake Charles City Council 1993-2005 representing district “A”
Former member of the Board of Imperial Calcasieu Regional Planning and Development Commission (IMCAL).
A historic statement in the City of Lake Charles was made when he was candidate for Mayor in 2000 and the first African American to make the runoff for Mayor of Lake Charles.
From 2006-2008 member of the Board of the Louisiana Economic Development Corporation.
