Reverend Samuel C. Tolbert, Jr., MDIV







Samuel C. Tolbert, Jr. was born August 1, 1958 in Lake Charles, Louisiana. He has been married for 25 years to the former Matilda Edwards.  They have two daughters, Candace Latrice and Kayla Monique.


  • 1976 graduate of Washington High School

  • Attended McNeese State University for two years majoring in Radio and Television Broadcasting.

  • Attended Delta School of Business majoring in Office Specialist

  • American Institute of Banking Courses (1990 -1992)

  • BA Degree Religion & Philosophy and Minor in Speech Education (July 1986)

  • In 1998, received a Honorary Doctor of Divinity from Union Baptist College and Theological Seminary in New Orleans, La.

  • Graduate studies at Shaw Divinity School, Raleigh, NC

  • Masters of Divinity Degree from Payne Theological Seminary, Wilberforce, Ohio. (Graduation, May 2012)

  • Current Doctor of Ministry Student, Stephen Olford Center at Union University, Memphis, TN


    Areas of Service (Civic)

  • Served as Commissioner for the Lake Charles Housing Authority from 1989 to 1993.

  • Served on Lake Charles City Council 1993-2005 representing district “A”

  • Former member of the Board of Imperial Calcasieu Regional Planning and Development Commission (IMCAL).

  • A historic statement in the City of Lake Charles was made when he was candidate for Mayor in 2000 and the first African American to make the runoff for Mayor of Lake Charles.

  • From 2006-2008 member of the Board of the Louisiana Economic Development Corporation.

  • Member Board of Supervisors, Southern University System (September 2007 – June 2008, & June 2011 – Present)

  • In 2003 appointed to the transition team for (D) Governor-Elect Kathleen Babineaux Blanco.

  • In 2007 appointed to the transition team for (R) Governor-Elect Bobby Jindal


    Areas of Service (Religious)

  • Pastor of Greater Saint Mary Missionary Baptist Church in Lake Charles, La (February 1984 – Present) has led the church over these 28-years to own nearly 38 Acres of property

                (1)   New Church Complex (41/2 acres at 1401 Moeling Street, Lake Charles, La

                (2)   2 1/2 site of former Sanctuary, Fellowship Hall

                (3)   Prospect 2000 a 23-acre site for Business Development and Retreat Center

                (4)  Fountain Place 8 Acre Future Housing Development Initiative

  • Pastor Historic Ebenezer Baptist Church, Cameron La from (1986 to 1991)

  • Former 1st Vice-President Southwest Missionary Baptist Association.

  • President Louisiana Home & Foreign Missions Baptist State Convention (August 2005 – Present)

  • Board of Trustee’s Union Baptist College and Theological Seminary in New Orleans, La. (2005 – Present)

  • President of Greater St. Mary Community Development Foundation (1999 – Present)

  • President & CEO Strategic Faith Leadership Ministries (2010 – Present)

  • General Secretary National Baptist Convention of America, Inc. (September 2003 – February 2012)
